Landlord ghosting on AC and Water issue

hello, im looking for some advice on what to do about two main issues in my apartment. i live in the Rakotta buildings downtown and AC is included in all units but as of late April the ac doesn’t kick in when i turn it on. I have one of those standard honeywell thermostats and normally i hear a noise when i turn it on but lately no matter how low i bring the thermostat, it stays stuck at 26-27 degrees. we have an app for our building to send requests and i created a ticket over two months ago and they came in to check and found a filter that was completely black and replaced it. the ac kicked in right away but stopped working after like two days and ever since. i reached out again to maintenance and they said theyre not sure when they can fix it. Ive asked for a follow up and no responses. only a message saying my comment was read by management . Ive complained that its getting way too hot and they are basically ghosting me. We dont have one of those windows where you can put a AC unit in either.. likewise back in the winter we were told the water might look foggy due to the pipes but to let the it run for a little and it will clear up. my water still looks like that and i swear everytime i drink, my stomach starts to hurt. they came in and could clearly see that and when i asked for any update, they said they “tested the water quality“ and nothing was found but that they'd bring a plumber. That was two months ago and have completely ignored my follow ups.
